Meet Our Staff
Scarlette M. Pino-Pagán, JD, MA
Ms. Scarlette M. Pino-Pagán joins the firm of Meléndez & Carmona, PL, Attorney and Counselors at Law, as Office Manager, and Personal Injury Case Manager. Additional, she serves as Criminal Law Paralegal for one of the Partners of the Firm. She has completed two bachelor degrees from the University of the Sacred Heart in Puerto Rico: Clinical Psychology and Judicial System. Ms. Pino-Pagán later went on to receive her Juris Doctor from the Pontifical Catholic University of Puerto Rico, School of Law, with five years track of experience in civil, family, inheritance and notary law in Puerto Rico. She also received a Master in Social Science with concentration in Criminology from the same institution and is a Certified Mediator of Conflicts in Puerto Rico.
Scarlette M. Pino-Pagán is married and the mother of Nicole Marie.
Roberto L. Velasco, JD
Roberto L. Velasco joins the firm of Meléndez & Carmona, PL, Attorney and Counselors at Law, as Director of International Business Development. He is responsible for leading the firm’s expansion into Latin America and Spain. Additional, Mr. Velasco is responsible for the Bankruptcy and Debt Collection Departments and serves as Immigration Paralegal for one of the Partners of the Firm. His experience of over 30 years in international banking brings the firm opportunities to consolidate global markets where experienced legal advice is needed.
Mr. Velasco holds a Juris Doctor degree from Central University of Barcelona, Spain, with a minor in International Trade. Later on in his career, he obtained two specializations from New York University in International Business & Finance and International Traffic Management. He has lived and worked in Perú, Colombia, Venezuela and Spain. He has resided in the United States since 1997 during which time he has worked in the international financial sector.
Mr. Velasco has been married to Margarita Parra for over 35 years and is the father of two adult children.
Ms. Kaddicha Oliver joins the firm of Meléndez & Carmona, PL, Attorney and Counselors at Law, as paralegal in the fields of Family Law and Civil Litigation.
Ms. Oliver has attended and helped in the preparation of numerous trials, mediations, hearings, and depositions. With firsthand knowledge and more than four years of experience of what occurs during the judicial law process, she always is in tune with the clients concerns. Ms. Oliver is currently pursuing a Paralegal Studies Degree at Valencia College.
Ms. Oliver is married and is the mother of two daughters.
